i have a 98 chevy p/u 5.7 liter vortec. when i let it set for a whileit cranks for a bit befor it starts. if its just a short period of time it fires right up. like the fuel is bleeding off, is the fuel presure regulator at the tank or else where. it has a vaccum line on the new one so i was thinking it was by the motor. but i cant find it. any help would be greet. thanks

Pressure regulator is on the manifold fuel rail. There also is a one way check valve in the tank with the fuel pump.

Most likely a bad pump.Key on/eng off should be about 62 pounds, anything less then 55 will cause no start/long crank/driveability problems.
